Nous avons vécu en 2020 le tout premier confinement dû au covid-19. Il y en aura bientôt d’autres, disent les scientifiques et les gouvernements. Les prochains seraient imposés dans l’objectif de ralentir le réchauffement climatique.

Scénario catastrophe
« Mes chers concitoyens, nous traversons actuellement une crise, a déclaré le président américain Joe Bidden en juin 2021. Et de la même façon que nous avons eu besoin d’une unité nationale en réponse au covid-19, nous avons besoin d’une unité nationale pour répondre au changement climatique »… Voyez-vous venir la suite ?
Dès septembre 2020 en effet, a émergé l’éventualité d’autres confinements, cette fois-ci pour des raisons climatiques. Déjà, la directrice-fondatrice de l’Institut pour l’Innovation et l’Utilité publique Mariana Mazzucato avançait une perspective de la vie d’après covid, dans son article intitulé « Éviter un confinement climatique ». « Éviter ce scénario nécessitera une transformation économique verte – et donc une refonte radicale de la gouvernance d’entreprise, des finances, des politiques et des systèmes d’énergies. » Elle ajoute : « Dans le cadre d’un confinement climatique, les gouvernements limiteraient par exemple l’utilisation des véhicules privés, interdiraient la consommation de viande rouge et imposeraient des mesures extrêmes d’économies d’énergie, tandis que les combustibles d’énergies fossiles devraient arrêter de forer (interdiction d’extraction de pétrole). » Ces suppositions pourraient avoir un impact important sur nos vies au quotidien.
La nouvelle normalité comprendrait donc des restrictions pour notre santé et pour notre sécurité. Ces mesures seraient-elles avancées par nos gouvernements pour justifier les restrictions de libertés et l’asservissement de la population ?
Les citoyens, cible de la réduction du CO2
Pour répondre au défi climatique, bien sûr, tous les gestes comptent quand ils sont faits par des millions de personnes. Se reconnecter à la terre et la respecter, partager équitablement les ressources, acheter local, éviter au maximum le plastique et tous les polluants, développer l’économie circulaire, acheter de seconde main, composter ses biodéchets, planter des arbres, végétaliser les espaces de vie… tant d’actions tellement importantes pour régénérer notre belle planète !
Mais ce n’est plus une surprise, les hautes sphères décisionnelles ne prennent, elles, pas leurs responsabilités à leur niveau pour réduire les émissions de gaz à effet de serre. L’État français a par exemple reçu en 2021 une double condamnation pour inaction climatique, par le Tribunal administratif de Paris, dans le cadre de l’affaire du siècle. Ainsi, la grande responsable de l’anthropocène (l’ère de l’humanité), c’est l’économie. Mais il semble que les citoyens soient plutôt la cible de réduction du CO2.
Le confinement climatique a déjà commencé
En Inde, en novembre 2021, la pollution croissante poussait Delhi à envisager un confinement complet le week-end. Et pour réduire le CO2, les écoles et universités furent fermées, ainsi que les services dits non-essentiels.
Bientôt, partout dans le monde, une Carte Carbone de rationnement de CO2 pourrait suivre l’empreinte carbone de chaque citoyen en temps réel : niveau de consommation énergétique de l’habitat, déplacements, type de voiture conduite… Si vous excédez le niveau fixé, vous payez des pénalités.
Alors pour éviter ça demain, on fait quoi tous ensemble, aujourd’hui ?
